Meeting of EU Working Party on Countering Hybrid Threats

On 27 May, an informal meeting of the Horizontal Working Party on Enhancing Resilience and Countering Hybrid Threats was held in Warsaw, under Poland's Presidency of the EU Council. The talks included representatives of the Ministry of Foreign Affairs.
Experts from the EU member states and institutions discussed Ukraine’s experiences in fighting hybrid threats posed by Russia. Moreover, they elaborated on the resilience of electoral processes to external interference. Ukraine’s current activities to increase readiness and strengthen resilience to cyber-attacks were also discussed, as well as further strengthening of cooperation between the EU and Ukraine.
The meeting was attended by representatives of Ukrainian institutions, including the Ministry of Foreign Affairs, the Center for Strategic Communications and Information Security, and the State Service of Special Communications and Information Protection of Ukraine, as well as the European Centre of Excellence for Countering Hybrid Threats in Helsinki, and Research and Academic Computer Network (NASK).
Representatives of the Security Policy Department and the Department for Strategic Communications participated in the event on behalf of the Ministry of Foreign Affairs. Andrij Nadzhos, Deputy Minister of Culture and Strategic Communications for European Integration of Ukraine, joined the meeting online.

The Horizontal Working Party on Enhancing Resilience and Countering Hybrid Threats (HWP ERCHT) was established in 2019 as a working party of the EU Council. It focuses on hybrid threats in the territory of the Union, and countering disinformation and external interference. The Working Party consists of representatives of member states, and representatives of EU institutions take part in the meetings as well.
